decorative fringe(s), tassel(s), &c. dangling from any of the pipes, &c.
The only other reference to this term I was able to detect, is its use in traditional Macedonian women's costume, in which it is described as "a red fringe", the function and appearance of which (in my perception) may be considered to be closely related to the object at issue.
